Sanlongwan Innovation Cluster

　　1.Basic information

　　Sanlongwan Innovation Cluster (for short, Sanlongwan) is located in the southeast of Foshan. It covers three districts including Chancheng, Nanhai and Shunde and five towns including Shiwan, Guicheng, Chencun, Beijiao and Lecong. Its core area is 130 square kilometers. Being adjacent to Guangzhou, Sanlongwan is located in core area of Guangfo City development. The north of Sanlongwan is Guangzhou Liwan International Science and Technology Innovation Industrial Zone, the east side is Guangzhou South Railway Business District, and the southeast side is Guangzhou Sub-center — Guangdong Nansha Free Trade Zone. At present, Sanlongwan intends to build 99 projects concerning transportation, industry, public service and landscape with an investment of 347 billion yuan.

　　2.Development history and positioning

　　Building Sanlongwan Innovation Cluster is a major event promoted by the CPC Foshan Municipal Committee and Municipal Government in recent years.

　　In November, 2016, the 12th Party Congress of Foshan City proposed for the first time to build the “First Ring Innovation Circle” with the high-quality carriers along the “First Ring” as a node. In January, 2018, Chancheng-Nanhai-Shunde Innovation Cluster was written in the report of the Fifth Plenary Session of the 12th Foshan Municipal Committee, marking that the construction of this area was taken as a major development strategy of the city. In July of the same year, the Sixth Plenary Session named it as Sanlongwan Innovation Cluster, which aimed to drive the integrated development of the “1+5+N” innovation platforms of the First Ring Innovation Circle, and lead Foshan to participate in the construction of Guangdong-Hong Kong-Macao Greater Bay Area. With the approval of the Guangdong Provincial Committee, the Management Committee of the Sino-German Industrial Service Zone in Foshan added the brand of Sanlongwan Innovation Cluster Management Committee to coordinate the work of Sino-German Industrial Service Zone and Sanlongwan in June, 2019. There are seven professional frameworks in Sanlongwan Management Committee, namely, “Office”, “Planning and Development Bureau”, “Investment Promotion Bureau”, “Foreign Cooperation Bureau”, “Convention and Exhibition Bureau”, “Nanhai District Construction Bureau and Shunde District Construction Bureau”.

　　In the future, Sanlongwan will be built as a high-quality development model area in Foshan in the new era, a pilot zone of city-wide cooperation in the Greater Bay Area, and a global innovative demonstration zone for advanced manufacturing application.

　　3.Development advantages

　　Transportation advantages. Sanlongwan is close to Guangzhou South Railway Station. It takes only 48 minutes to Hong Kong and 45 minutes to Macau with advantageous efficiency of commuting in Greater Bay Area. With the construction of the Kuiqi Road East Extension Line, Fochen Road East Extension Line, Haihua Bridge, Fanhai Bridge and other projects, the effective traffic network of Sanlongwan connecting Guangzhou South Railway Station will gradually take shape. An arterial traffic network with “nine horizontal roads and nine vertical roads” connecting both outside and inside comes into being.

　　With the completion of Guangzhou-Shenzhen-Hong Kong High-speed Rail, Guangzhou-Foshan-Zhaoqing Intercity Highway, Guangzhou-Foshan Intercity Highway, Guangzhou-Zhanjiang High-Speed Rail, West Extension Line of Guangzhou Metro Line 7, Guangfo Line, Foshan Metro Line 2 and Nanhai New Transportation Project, the traffic advantage of Sanlongwan will become more obvious. It will coordinate 6 rails built or under construction in the area (three districts and five towns), with a total length of 112 kilometers and 49 stations. By 2025, two new tracks will be added, with a length of 35 kilometers and 14 stations. The investment will increase by about 28 billion yuan and the cumulative investment will be about 80 billion yuan. It only takes 30 minutes to get to the Guangzhou South Railway Station in the coordinated area.

　　Industry advantages. Having strong manufacturing basis, the total industrial output value of Foshan reached 2.1 trillion yuan in 2018. The surrounding of Sanlongwan has excellent highly innovative and technological basis. Chancheng, Nanhai and Shunde are the most technologically intensive regions in Foshan. In the south area, there are Fortune 500 companies represented by Midea Group and Country Garden, as well as a number of high-quality enterprises such as Keda Jieeng, Shenling Air Conditioning and Louvre. In the north of Guicheng, Sanshan has gathered a group of science and technology enterprises represented by Nanhua Instruments, Xinglian Precision, and Guangte Electric. With the Jihua Laboratory settled in Sanshan, the accumulation of scientific research and innovation resources will be further accelerated. At the same time, Sanlongwan is surrounded by Chencun Metal Processing and Machinery Equipment, Beijiao Appliances and Intelligent Manufacturing, Lecong Steel Trade and Furniture and other related industry groups, and it also has Guangzhou South Railway Station Business Service, Tanzhou Convention and Exhibition Service, Qiandeng Lake Finance, Regional production services support groups. The first plant of the first phase of the Midea and KUKA Intelligent Manufacturing Industry Base Project has been officially put into operation, and produced more than 5,000 automatons during the year. The Bo Zhilin Automaton Valley Project became the province's No.1 industrial project that the governor personally held and it was written in the 2019 Guangdong Provincial Government Work Report.

　　Ecology advantages. Sanlongwan is located in the center of the Pearl River Delta city's connected area and is in the dense river network between the Pearl River and the Beijiang River. Surrounded by the Pingzhou Waterway, the Tanzhou Waterway and the Shunde Waterway, Sanlongwan forms a 50-kilometer road ring around the Sanlongwan. The surrounding water source protection area also contains abundant ecological resources such as basic farmland, wetland park, water source protection area and Jitang, especially the Chencun flower world in the central part of the gathering area, covering an area of 1600 hectares, where the basic elements of "mountain, water, forest, field, lake, and text" are available. In addition, Guicheng Sanshan has two thousand acres of parks - Sanshan Forest Park and Wenhan Lake Park, and the high-speed rail park is also under construction.

　　City advantages. The east of Sanlongwan is the business district of Guangzhou South Railway station, the west is Foshan New City, and the south side is Beijiao New City. Being 4.5 kilometers far from Nanhai Qiandeng Lake and 5.5 kilometers far from Lingnan Xintiandi, the surrounding supporting facilities are complete and the city has perfect functions. Foshan New City once won the Central European Green and Intelligent City Excellence Award which is considered as the demonstration zone for urbanization cooperation between China and Europe. Qiandeng Lake won the Global Urban Open Space Award and is the Guangdong Financial High-tech Zone; Lingnan Xintiandi is a model of harmonious integration of history and modern elements; Beijiao New City is the first characteristic town in China.

　　Cultural advantages. Foshan is one of the important birthplaces of Cantonese Culture. The culture is brought up in “same root, homologous, homophonic, and homogenous”. It is known as the “hometown of Cantonese opera”, “the hometown of martial arts” and “the hometown of lions”. It is also the main source of Chinese Southern martial arts. The most popular martial arts in the world, such as Choi Li Fut, Hong Quan, Wing Chun and many other kinds of boxing and genres, are rooted in Foshan, and ancestral homes of renowned Kung-Fu masters are also settled in Foshan, such as martial arts master Wong Fei-Hung, Wing Chun master Liang Zan, Yip Man, and Film and television martial arts star Bruce Lee.
