Sanlongwan welcomes a new round of development opportunities

　　Standing at the start of the "14th Five-Year Plan", Foshan seeks to march one step closer by seizing development opportunities in the Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter referred to as “GBA”).

　　As the "Overall Development Plan for the Development of Foshan Sanlongwan High-end Innovation Cluster (2020-2035)” (hereinafter referred to as “the Plan") was published this year, Sanlongwan was given higher expectations and planned to become an important development platform for GBA and an innovation center on the west bank of the Pearl River.

　　“Sanlongwan is an important platform built by full support from Foshan and Guangdong government, Guangdong CPC Committee. It offers development opportunities that can be shared by all districts in Foshan.” According to Lu Yi, secretary of Foshan CPC committee on the work promotion meeting for Sanlongwan, Foshan is going to put in place "1+1+9" deployment and gather all levels to focus on “the Plan”. By standing on a higher ground and seizing development opportunities, Sanlongwan is well-positioned to strike a high height and develop into an important provincial development platform.

　　Stay strategically determined to ensure smooth progress towards the Sanlongwan blueprint

　　In 2017, Foshan planned the Chancheng-Nanhai-Shunde High-end Innovation Cluster; in 2018 the the Management Committee area was planned as Sanlongwan High-end Innovation Cluster and the Management Committee of Sanlongwan was born as well. In 2020, Sanlongwan moved one step closer by building major innovation platforms and more infrastructures, so as to become an important grasp for Foshan to contribute to the building of GBA, and achieve high-quality development.

　　According to Guo Wenhai, Deputy Secretary of Foshan Municipal Party Committee, Secretary of the Shunde Party Committee and Secretary of the Party Working Committee of Sanlongwan, Sanlongwan is currently working together with Guangzhou on building “a pilot zone for Guangzhou-Foshan integrated development” in many areas – urban facilities, ecology, transports, industrial layout and so on.

　　As "the Plan" was approved at the plenary meeting of the GBA leading group, the Plan became the second key platform development plan, which showcases Sanlongwan’s important role in Foshan, Guangzhou-Foshan area and GBA. It is not only the action plan for the area’s development, but also Foshan’s main project in contributing to GBA. As Lu Yi emphasized, Sanlongwan will channel the care and support for the provincial government/party committee as a huge share of responsibilities. By following the Plan steadily, Sanlongwan will stay strategically determined to ensure smooth progress towards the blueprint.

　　Strengthen overall planning to lean more sources towards Sanlongwan

　　Since its birth, Sanlongwan has been assigned with the mission to break administrative barriers and explore the key to coordinated regional development. At a starting point in history, Sanlongwan is working on how to improve its systems/mechanism that balances the interests for all.

　　In terms of development planning, Sanlongwan focuses on strengthening, planning, connection and synergy. It will work to synergize the Plan with with the "1+4" Overall Plan for Guangzhou-Foshan High-quality Development and Integration Pilot Zone, Foshan’s urban land use and key projects in industries and infrastructure, so as to develop a system as full coverage, hierarchical management, targeted guidance, integrated development.

　　Based on the distinctive features of Foshan’s three districts and five towns, Sanlongwan will become the reform platform for many projects – a pilot zone for rural land system reform by Nanhai Ministry of Natural Resources, and Guangdong high-quality development system and innovation experimental zone for Shunde District. By creating such room for policies, the three districts will seek dislocation development.

　　Precise docking and give full support for the construction of Sanlongwan

　　Nothing like the previous promotion meetings, Gaoming and Sanshui districts also joined the other districts in reporting their own construction progress and offering useful measures for depending on Sanlongwan to achieve integrated development.

　　For Gaoming and Sanshui Districts, they both pointed out the need to take Sanlongwan as an example in construction projects and seek development opportunities from its massive influences.

　　In terms of road traffics, Gaoming and Sanshui districts will speed up the building of the fast track connecting Sanlong Bay, in order to become an innovation “polar”. In terms of rails, the second phase of Foshan Metro Line 2 and Foshan Metro Line 4 are now under construction. When finished, commuting to Sanlongwan would be much easier. In terms of the inter-district road networks, Gaoming is speeding up the construction of 1st Ring Road (west extension of South Ring Road) and Foshan Heng-10 Expressway that links to Sanlongwan.

　　In terms of industrial layout, Gaoming and Sanshui have taken over Sanlongwan's innovative resources and made cooperative efforts to develop industries across districts. By powering up weak links and strengthening strong links along the industrial chain, Gaoming is now working on some major industrial projects in cooperation with Sanlongwan. For example, Gardner invested 3.05 billion yuan in Foshan to build a high-end aviation manufacturing industry, which includes a headquarter in Sanlongwan and factories in Gaoming. Till now, Gaoming has finished the negotiation process on the investment project. According to Yang Yongtai, secretary of the Gaoming Party Committee, Gaoming will pace up their work to ensure early landing of the project and attract visitors based on its airport economic zone in a way that achieves integrated development between itself and Sanlongwan.
