On the morning of the March 5th, the 4th session of the 13th National People's Congress (NPC) was held at the Great Hall of the People. 9 Foshan deputies to the NPC joined in a remote 5G cloud interview from Beijing with Foshan Media Group to share their thoughts on the government work report and accurately deliver the key information of the two sessions*.
*Two sessions refer to the two key annual events in Chinese politics, including the National People's Congress (NPC), and the Chinese People's Political Consultative Conference (CPPCC).
As concludedsaid by the deputies, the government work report summarizes the achievements from last year in a truth-based way, analyzes the China’s situation objectively and accurately and deploys effective measures accordingly. It is a good report as it is people-oriented, pragmatic and shows the Chinese government’s caring for its people. Throughout the whole report, China gives top priority to its people, leads everyone to a good start for the 14th Five-Year Plan and strengtheneds all people’s determination and confidence.
Key: innovation-driven growth
Keep innovation remains at the heart of China’s modernization drivecore status, and enhance the capacity of enterprises to make technological innovation
Extract from the Report: Innovation remains at the heart of China’s modernization drive. We will strengthen our science and technology to provide strategic support for China’s development. To improve China’s innovation system, we will work faster to enhance our strategic scientific and technological capability underpinned by the development of national laboratories, strive to make major breakthroughs in core technologies in key fields, and formulate and implement a ten-year action plan for basic research. We will enhance the capacity of enterprises to make technological innovation, unlock the creativity of talent, and improve the systems and mechanisms for making scientific and technological innovation. China’s R&D spending will increase by more than seven percent per year, which is expected to account for a higher percentage of GDP than that during the 13th Five-Year Plan period.
Foshan Perspective
“As emphasized in the report, China will depend on innovation to promote the high-quality development of the real economy, foster new growth drivers, promote the integration between technological innovation and the real economy and give full play to innovation as a growth driver.” Foshan deputy to the National People's Congress (NPC), city mayor Zhu Wei said, “As a major manufacturing city, Foshan will put continuous focus on real economy as a new growth driver, synergize technological innovation and the real economy and speed up the building of a modern industrial system.”
As added by Mayor Zhu, Foshan will build a more stable industrial supply chain, upgrade industrial foundation and modernize industrial chain. Foshan has made continuous efforts to build a world-leading “2+2+4” advanced manufacturing cluster. Last year, industrial experts sorted out Foshan’s “bottleneck problems”, organized them in lists and assigned leaders accounting for each task. It also conducted the “industrial base rebuild” project to power up weak links for industrial modernization.

Su Ronghuan, an environmental engineer of Foshan Kewei Optoelectronics Co., Ltd., said after his attendance that the report repeatedly mentioned innovation-driven development, now his conviction in technological innovation became even firmer.
Su also paid special attention to the fact that the "14th Five-Year Plan" emphasizes the need to better protect and encourage high-value patents. "High-value patents are the key direction of our future development. We must develop an intangible asset evaluation system and build a platform that operates and protects intellectual property rights." Su said that these points coincided with the proposals he submitted this year. He iwas very happy.

Extract from the Report: The period covered by the 14th Five-Year Plan will be the first five years in which we embark on a new journey to build China into a modern socialist country in all respects. China remains in an important period of strategic opportunity for development. Yet, there are changes in both the opportunities and challenges we face.
We should have an accurate understanding of this new stage of development, fully apply the new development philosophy, and accelerate our efforts to create a new development pattern to promote high-quality development. By doing so, we will set the stage for building a modern socialist country in all respects.
Foshan Perspective
Li Jinbo, a deputy to the NPC and director of Midea Group's Home Air Conditioning Innovation Center, hasd a lot to say now. "In the outline of the '14th Five-Year Plan', the Prime Minister listed 9 major aspects, focusing on scientific & technological innovation and, national economy and people's livelihood. With clear goals and effective measures, I believe that China’s 14th Five-Year Plan will have a good start. "Li Jinbo said.
Wu Liejin, another deputy to the NPC and chairman of Guangdong Zhongying Shengda Financial Guarantee Investment Co., Ltd., noted that during the "14th Five-Year Plan", China will focus on on real economy and build advanced industrial foundations.
Real economy won’t take off without financing. The development of the is inseparable from financial living water. "Finance is about serving the real economy and giving way to it."
As Wu Liejin said, he willwould propose that China makes decisions from a top-level design, and make Foshan a pilot area in flexible regulatory mechanisms, financial licenses, and other aspects, in a way that build Foshan into a model city of industrialy-finance integration.

Enable people who are willing and able to work to find more equitable job opportunities
Extract from the Report: We will expand the scope of use for vocational skills training funds, launch large-scale, multi-level vocational skills training programs, and complete the goals of the three-year initiative on providing vocational skills training and expanding enrollment in vocational colleges. A number of bases for training highly-skilled personnel will be opened. An initiative will be carried out to boost the quality of employment services. We will use employment subsidies and other funds to support the development of labor, talent, and casual labor markets, so as to widen the avenues of employment and enable people who are willing and able to work to find more equitable job opportunities.
Foshan Perspective
"Employment is the strongest reflection of people’s livelihood, and we can tell from the report.” Yang Zhen, deputy to the NPC and deputy director of the equipment manufacturing department of Foshan Technician College, also attended the session. She said that she paidy much attention to China’s efforts toon improvinge people’s livelihood in the report.
"I propose accelerating the construction of a big data platform for human resources services, building precise connection for talents and employers, and optimizing the professional layout of technical education by relying on information technologies such as 'Internet + digital economy', so that professional planning and layout can be guided by industrial demand.” She pointed out that coordinative efforts should be made among government, schools and enterprises. Projects such as enterprises introducing Cantonese cCuisine Chefs training classes should be introduced to villages,; poverty alleviation through “Guangdong Skilled Workers" project should be carried out for poverty alleviation; and zero-threshold "Southern China Housekeeping" project allows people to easily enter the business. These projects can all be considered to achieve targeted and quick employment through short-term training.

In the government work report, I read about our responsibilities and they gave me a lot of inspiration." said by Liang Debiao, deputy to the NPC, Secretary of the CPC Party Committee and Director of the Village Committee of Dagang Village, Leping Town, Sanshui District.
As pointed out in the government work report, China will implement the rural revitalization strategy across the board and promote steady development of agriculture and growth in rural incomes. Taking up grassroot work in the rural for more than 20 years, Liang Debiao bore witnesses to the developments in the rural and developed a deep affection towards it. “What the government work report talked about social governance is closely related to my work.” said Sun Jianguo, Director of Traffic Brigade, Foshan Bureau of Public Security (Sanshui). The report reflects China’s determination to conduct “Peaceful China” initiative in an earnest way.
If a country wants to maintain long-term stability and wants its people live in peace and joy, then it should establish a social governance model based on collaboration, participation, and common interests. "As a police officer, it is our duty to safeguard national security." Sun suggested that the duties and powers of auxiliary police staff can be clarified at the legal level, so as to provide more protection for them and ease the understaffing pressure of public security organs.

As a deputy from grassroot judicial administrative drug rehabilitation systems, Wang Tao, director of the Political Department of the Sanshui Compulsory Drug Rehabilitation Center of Guangdong Province thinks that this year’s government work report highlights key tasks such as maintaining public security, combating organized crime and rooting out local criminal gangs, which identified a direction, clarified thinking and outlined a blueprint for work in drug rehabilitation systems.
"This year my proposals focus on how to help drug addicts after rehabilitationdetoxicators fit in our society again. I put forward specific measures, such as strengthening community rehabilitation work. We will fulfill our duties in helping and transitioning them in a way that writes a good story of drug rehabilitation in Foshan and passes powerful voice of justice in Guangdong.” Wang Tao said.
The rule of law is the key to a sound business environment. Li Xia, director of Guangdong Baihao Law Firm, also attended the NPC this time. She said that market entities must be protected if we want to maintain social stability and security. “Market entities can only take root in where they feel safe, stable and secure before they push for a more prosperous local economy, better livelihood of people and greater social development. Lawyers, as an important force in the rule of law, should take up their role in this process.”, she said. Li said that her proposals this year focus on the protection of market entities.
