Brought up at the 4th Plenary Session of the 12th Guangdong Provincial Party Committee, "1+1+9" deployment is a concrete action plan and roadmap that follows General Secretary Jinping's important speech and instructions to Guangdong Province, and leads Guangdong in a new era of reform and development.

On February 25, Lu Yi, Secretary of the Foshan Municipal Party Committee hosted a special meeting to sum up the work of related projects under the "1+1+9" employment in 2020 and outline the work plan for 2021.

Reportedly, in 2020, Foshan has strived to meet the goals on 97 key projects deployed by Guangdong Provincial Committee and provincial government as it put measures in place, broke new grounds, and created substantive progress. Statistically, 92% of the key projects have met the annual target for 2020.

  Responsibility in place

90 key projects met the annual targets

Last year, Foshan has included 97 projects in 11 categories as key projects. In February 2020, when Secretary of the CPC Foshan Municipal Committee Lu Yi unveiled these projects and deployed duties and targets to each unit, he pointed out that Foshan would conduct its work through mapping out projects, making lists and dividing responsibilities, during which a dynamic adjustment system was also built to secure efficacy.

34 key projects to push for high-quality development
Based on 61 key projects from last year and 73 work emphases summarized as “profound for government focus”, the Foshan government came up with 108 emphases in 34 key projects.

As pointed out by Lu Yi, less key projects mean higher expectations. Foshan is well-positioned to focus on the following aspects:

1) Enhance the overall leadership and building of CPC

2) Promote high-quality development and create strategic strongholds for new development pattern

3) Ensure full implementation of the rural vitalization strategy

Make the first move on creating a new development pattern

This year marks the 100th anniversary of the founding of CPC, and is also the first year for China to roll out the"14th Five-Year Plan" and embark on the journey to build a modernized socialist country in an all-round way.

Committed to the pursuit of “high-quality” development, Foshan has reflected "new development stages, new development concepts, and new development patterns" in the deployment of its 34 key projects. Among them, many will renew Foshan’s efforts in – speeding up the building of a high-quality supply system, developing into a regional consumption center, expanding more circulation space for international trade, building a more resilient industrial supply chain, breed a strong cluster of manufacturing enterprises and so on.

Based on that, Foshan will gain new advantages to create a new development pattern.

As requested by Lu Yi, all levels of government must put people in the first place. To do that, they pay extra attention to areas such as improving people’s well-being and providing a pleasant living environment for all.

Reform is not only the key to “1+1+9” work deployment, but also a practice that generates better progress in key local projects. “Apart from fulfilling due diligence of its own, each district needs to make innovative, targeted and effective measures, based on the work, to practice more 'micro-reforms'. We should also adjust to local conditions, remain political integrity and use an inventive mind when responding to '1+1+9' work deployment.” said by Lu Yi.
