Foshan Sanlongwan: breaks new grounds in Guangzhou-Foshan integrated development

　　From the last two days, good news came one after another in Foshan. As issued by the Guangdong Provincial Leading Group for Guangdong-Hong Kong-Macao Greater Bay Area (GBA) development, the Overall Development Plan for Foshan Sanlongwan High-end Innovation Cluster (2020-2035) (hereinafter referred as the Plan) made it possible for the city to reach a new height in its effort to support the building of GBA.

　　According to the Plan, Foshan Sanlongwan High-end Innovation Cluster (hereinafter referred to as Sanlongwan) is planned to cover an area of 130 square kilometers. Sanlongwan is viewed on a strategic level as a highland for global advanced manufacturing innovation, a flagship for inclusive cooperation on the west bank of the Pearl River, a pioneering area for Guangzhou-Foshan integrated development and a high-standard place in Lingnan.

　　The following are the main focus of the Plan：

　　Goal: to build an innovation “core” in 15 years

　　According to the Plan, the development goals of Sanlongwan are:

　　By 2022, the framework of Sanlong Bay takes shape and the construction of the “starting area” is basically completed;

　　By 2025, the area has innovative capacity of gathering high-tech resources;

　　By 2035, the area becomes an important development platform in the GBA and innovation “core” on the west bank of the Pearl River. (By then, the area will be home to a population of 500 thousand with a regional GDP of 200 billion yuan.)

　　Space: to construct a development “core” for Guangzhou-Foshan cooperation

　　Noted in the Plan, Sanlongwan serves to create a development pattern characterized by “cores with green circling, double engines, three networks and four axes”.

　　Here are what these names refer to:

　　“a core with green circling” - landscapes along waterway systems consisting of Pingzhou, Tanzhou, Chencun; “cores” refer to Chencun-Beijiao and Sanshan green cores

　　“double engines” – development of Sanshan, Nanhai and Chencun, Shunde

　　“three networks” – ecology, infrastructure and public services

　　“four axes” – high-end services, cooperation and innovation, technological R&D and coordinated regional development

　　Key: highlighted “leading” area for Guangzhou-Foshan inclusive growth

　　As an important carrier of Foshan's engagement in the building of the GBA, Sanlongwan seeks complementarity and harmony in its development with Guangzhou South Railway Station area, Hailong area in Liwan District of Guangzhou.

　　Industry: a highland for global manufacturing to be born

　　Sanlongwan seeks to become a frontier on world science and technology not only by introducing and nurturing high-end scientific research institutions and top basic research platforms, but also by gathering innovation factors like talent teams, core technologies, major research infrastructures. Sanlongwan’s effort in innovation will contribute the building of GBA as an international technological innovation center.

　　As planned, Sanlongwan will be powered up with a strong pool of innovation factors and reach a world-leading place in manufacturing and capabilities for sustainable development by 2035.

　　Grasp: a “starting zone” will be built in Sanlongwan

　　After the Plan was announced, Sanlongwan recently will focus on building a “starting zone”. Covering an area of 12.8 square kilometers, the area will speed up construction work of surrounding infrastructures like metro Line 2, east extension of Nanhai Xinjiaotong light rail, and east extension of Nanshe Road, and north extension of Gangkou Road, making a trip to Guangzhou much easier.

　　As always, Foshan has given top priority to the building of GBA, as an essential part of its own development. With that in mind, the city has ensured that major platforms, key construction projects are built with full strength, and all tasks on its shoulder are finished in a grounded, earnest and discreet manner. By making every good step right, Foshan seeks to deliver impressive performance.

　　As a key platform for Foshan to boost the building of GBA, Sanlongwan plays an important role in varied ways:

　　1)a strong supporter for powering up Guangzhou and Foshan, as well as integrated development of the two cites

　　2)a key innovation platform that facilitates the building of GBA as an international technological innovation center

　　To this date, Sanlongwan has seen a strong development momentum, featuring a cluster of innovation factors and city-industry integration. Promisingly, much more is being anticipated to happen in the area.
