Ten Measures to Support and Serve the Resumption of Work and Production of Enterprises by Foshan Public Security Authority

To fully implement the requirements of the CPC Foshan committee and the municipal government on promoting the orderly resumption of work and production of enterprises , based on the reality of public security function, Foshan Public Security Bureau hereby formulates and implements ten measures to support and serve the resumption of work and production of enterprises, making practical efforts in adherence to the principle of placing equal emphasis on both epidemic prevention and control and economic development with both hands working hard all the time.

Ⅰ. Make all-out effort to ensure unimpeded traffic flow

Step up the publicity and promotion of rapid handling of minor traffic accidents, guide the masses to handle minor traffic accidents quickly and safely. In case of any traffic accident involving vehicles transporting the production materials needed by the enterprises for resumption of work and production, people's livelihood materials and epidemic prevention materials, the police shall be sent out to scene, and the accident shall be handled in a timely manner. The vehicles involved shall not be temporarily impounded in principle. In case of a vehicle is unable to continue driving, active assist shall be given to the party concerned in transferring to maximize transportation passage. In case of minor traffic violations, education shall be given priority to, and punishment shall be exempted from, so as to improve the efficiency of road passage.

Ⅱ. Strengthen management for road traffic safety

Closely coordinate and cooperate with the transportation department, strengthen the information sharing and source supervision, urge the road passenger and freight transport enterprises to implement the main responsibility for safety production, eliminate the potential safety hazards of vehicles and drivers in a timely manner, and ban any malfunctioning vehicle on the road. Strictly investigate the serious traffic violations as driving under the influence (DUI), drunken driving, overloading, overmanned, speeding and drowsy driving. and make every effort to prevent major road traffic accidents, especially the accidents of mass casualties.

Ⅲ. Optimize the service mode of public security affairs administration

Step up the publicity and promotion of “convenient Guangdong” WeChat mini program , “traffic administration 12123” online service platform and other applications, set up more service channels such as online applications for truck permits and temporary license plates, and maximize the "online processing" and "fingertip processing" of public security administrative business examination and approval. Strictly implement the 16 optimized service measures for public security administration during the epidemic period issued by the Provincial Public Security Department, open "green channels" for urgent and special affairs of enterprises, realize the goal of "no gathering of personnel, no disruption of approval service, no degradation of service" by such means as inform commitment, delayed submission of material shortage, post of certificates, on-site services and extension of processing, to facilitate the examination and approval procedures for enterprises that resume work and production.

Ⅳ. Rely on smart new policing to strengthen service support

Further tap the potential of smart new policing, integrate all types of public security business resources, government data resources and social resources to form a "reservoir" of epidemic prevention and control data, and establish communication and notification mechanisms with health, transportation, commercial and other departments, to push the information related to resumption of work and production and epidemic prevention and control to enterprises, coordinate relevant departments to guide enterprises to strengthen early warning, solve the incipient and potential problems of enterprises that resume work and production in a timely manner.

Ⅴ. Optimize the management of rental housing and floating population

Encourage the enterprises that resume work to declare information about returning migrant workers through the Internet, guide enterprises and workers to declare residence registration information and apply for residence permits through the Internet, and realize the whole online processing of floating population related business. Strengthen the joint prevention and control, group prevention and governance. For the migrant workers who have resumed work recently, the “three-person formed village and community investigation team” should take the initiative to contact and communicate with the local enterprises to better sort out personnel information in joint effort.

Ⅵ. Enhancement of immigration and foreigners management services

By means of notice and announcement, the general public is reminded to postpone the plan of going abroad to a greater extent, make reasonable arrangements for outbound travel, and telephone hotline and channels are provided for emergency certificates handling. For foreigners employed or invited by enterprises who are unable to leave the country on time, and fail to renew their visas or extend their residence permits in a timely manner due to the epidemic prevention and control, according to the law and regulations, a lighter, mitigated or exempted punishment for overstaying shall be given according to the circumstances.

Ⅶ. Visit and research enterprises in an in-depth approach

In combination with the ongoing "millions of police entering tens of millions of enterprises" campaign and " Warm Spring for Enterprises Action", enterprises visits are carried out in an in-depth approach for a comprehensive understanding and grasp of the needs and expectations of both the enterprises that resume work and the returning personnel. To guide the enterprises that resume work to actively cooperate with the local Party committees and governments, strictly implement the main responsibility for management, do good jobs in the epidemic prevention and control, registration of basic information of returning personnel, medical isolation and observation of key personnel, etc.

Ⅷ. Ensure the safety production of enterprises

The local public security police stations shall guide the internal security prevention and control work of the enterprises, improve the mechanism of normal assessment and regular analysis and judgement of potential risks related to the stability of the enterprises, and enhance the capability of emergency response. For the key units of public security protection and industrial parks of concentrated enterprises that resume work, strengthen the patrol prevention and control work of the society and the surrounding areas of the enterprises, promote the police appearance and affairs management, and create a safe and harmonious production environment for the enterprises to the maximum extent.

Ⅸ. Properly handle enterprise-related policing alarm and disputes according to law

When enterprise-related disputes, matters and cases occur, the police shall give a law-based quick response and proper handle in accordance with the requirements of policing alarm receival and disposal. Besides, the publicity of laws and regulations on the COVID-19 epidemic prevention and control shall be carried out to guide the enterprises and personnel to resume work and production under the provincial and municipal instructions on epidemic prevention and control, and prevent false information from affecting the normal operation of enterprises.

Ⅹ. Take prompt and strict measures against enterprise-related law violations and crimes

By issuing Notification of Severe Crackdown on Law Violations and Crimes Obstructing NCP Prevention and Control, Foshan public security authority has taken strict measures and intensified efforts, in strict accordance with law, to severely crack down on illegal and criminal acts of selling fake and substandard epidemic prevention and control materials, Mafia-like gangs and evil force targeting enterprises, telecom fraud targeting enterprise personnel, strengthen the publicity and promotion   of early warning information on epidemic-related frauds. Economic crimes involving enterprises, such as contract fraud, infringement of intellectual property rights, illegal business operation, false advertising, job occupation, embezzlement, etc., which meet the conditions for filing a case, shall be detected and solved and relevant stolen property and losses shall be recovered in a legally and timely manner.
